It depends entirely on scope, and any agency quoting a number before understanding yours is guessing. A refresh, where the strategy is right and the execution has aged, is a matter of weeks. A full rebrand, where positioning and identity both get rebuilt, runs three to six months.

The logo is roughly the fifth most important thing a business owns. Positioning, the promise, the language and the distinctive assets all do more commercial work. A company with a mediocre logo and a sharp position will beat a company with a beautiful logo and no argument, every time.
Ask one question: is the problem that people do not know who you are, or that they do not like what they see?
If they do not know who you are, that is a strategy problem and no amount of new design fixes it. If they know exactly who you are and it is landing wrong, that is execution, and a refresh will do more than you expect for a fraction of the cost. Roughly six times out of ten, a founder asking for a rebrand needs something smaller and cheaper.
Four to eight weeks for a refresh, six to ten weeks for a repositioning, and three to six months for a full rebrand. Add time for regulated industries or heavy physical inventory.
